Do you know the neighbor? If it were me, I'd go over there and knock on the door and ask if there was any way I could help. Explain to her that you know how stressful kids can be and you hear her baby crying and were wondering if you could help her out by letting her go for a walk or something while you watch the baby or if you could just help her out in some other way. If you act like you genuinely concerned not only for the baby, but for her, she may be more willing into letting you in on what's going on. It could be the kid just has a really cranky attitude and these are tantrums, it could be it has underlying issues health wise that you aren't aware of, or it could be something horrible like you suspect as abuse or neglect. If the mom acts angry or defensive that you are concerned, that would raise a red flag to me and I might make an anonymous call to child protective services....

Babies generally suffer from colic untill 3-4 months old.
There are children who are clingy and can scream and cry when not being held for a very long time.

Only your neighbors know what is happening there.
